1. The purpose of this article is to prohibit government from competing with the free market system.
2. Government may never engage in economic transactions. The procurement or sale of its own consumables, assets and provisions shall be contracted to vendors in the free market at prices and terms negotiated in the marketplace. Government may never manufacture things, own stock in entities, or be involved with the management of private or public enterprises.
3. Where the necessity exists for government to fund special projects as described in Article Eleven, the provisions for Special Projects would govern such an initiative.
